Solving Society's Problems from the Bottom Up

At best complex systems can be influenced--not controlled. We have seen how birds fly without central control in emergent order patterns, yet would we trust pilots of commercial jets to coordinate among each other without a centralized air traffic control? We should start considering doing so. Simulations suggests that with just a few set of simple rules, eliminating centralized air traffic control would lead to more efficient  and cheaper air traffic. 
This is just a curious example. The book, however explains in very interesting ways the complexity frame. The title is Complexity and the Art of Public Policy: Solving Society's Problems from the Bottom Up. I have not finished it.
